Too little milk foam

Good day,
I have a Jura Impressa Z7, which produces too little milk foam.
I have made a new water pump with membrane regulator, checked for passage, 3 x decalcified, cappuccino nozzle disassembled and cleaned, new steam boiler installed, and still not enough milk foam. I have to set the length to 40 seconds to get enough foam, that's not normal, is it?,
