Minimum flow of brewing water dosing

Hello, can someone tell me where the problem with the "minimum flow brewing water dosing "can come from?

Brew group is clean, flowmeter is clean and not clogged, all hoses are free. I have the ability to check the components individually by system -problem is that I can not interpret the values.

Am grateful for any help.
