Water is leaking

Water leaks into the collection tray

My problem is that the water runs out into the collecting tray until the front tank is empty.
I thought that the water level regulator is defective and therefore it is not indicated when the boiler is full, the whole thing runs through the hose directly into the collection tray and until the front water tank
is
empty
