Has anyone already implemented these instructions?

I have a few questions about the instructions.

1. In translation, it talks about washers, but in the pictures it looks more like brass strips that are laid out in a round shape. Do I see that correctly? And where do you get them?

2. the extension for the contact on the large gear, is that a groove that has to be extended or do you have to apply material there? How did you do it ?
