filling the water circuit

can somebody please help me.

I have a krups ea80.
since last week there is no more water.
the message water circuit fill.
the pump is humming normally but there is no water.
I have already completely disassembled the machines.
flow meter I bought at amazon.
looks like mine and even has a bayonet lock.
fits exactly into my machine.
the drainage valve I also ordered but not yet got.
this plastic block on which the drainage valve is mounted
I also completely disassembled and cleaned it.
also the pump I already disassembled.
I would like to understand how the water circuit is filled ?
from the water tank 2 hoses go away. one to the drainage valve and one to the drainage valve.
how is the flow meter controlled there ? must this turn when filling ?

please for a short explanation.
